Delighted to have this early opportunity of meeting all members of OMELCO. Very grateful for OMELCO's hospitality this
evening.

Have been in Hong Kong just two days: tremendously impressed
by all I have seen.

Vigour and determination of people of Hong Kong visible from
Clear and firm foundation of Hong the very start of my visit. Kong's present and future success.

British Government remains firmly committed to doing all we can to ensure Hong Kong's future on basis of full implementation of Joint Declaration. Confident Chinese Government share this aim. Secretary of State takes close interest in developments affecting Hong Kong. He and my predecessors have maintained close contacts with Chinese counterparts during and since Sino-British negotiations on Hong Kong. Sure these contacts will continue.

As you will know, I have held meetings with Governor, ExCo These discussions have and senior HKG officials during my visit. confirmed my initial impression before arrival: the clear importance of OMELCO in the administration of the territory, both in terms of enormous legislative programme now under way in Hong Kong and also of close and public scrutiny maintained on working of
administration.
Essential part of balanced system. Recent LegCo debates plainly of high quality and of great value to British Ministers in indicating how Hong Kong people feel on major issues such as representative government and Vietnamese refugees. you we do follow outcome of your debates very carefully.
