(para 1 above), the Governor has now agreed to raise the matter with ExCo and to seek their advice on introducing the new arrangements in 1988. The Governor told Mr Eggar during his call on 22 July that he would be consulting ExCo on this in September, and we now understand that ExCo will be consulted on 15 September. The Minister may therefore wish to obtain an up to date briefing from the Governor or his officials during his visit on the outcome of ExCo's discussion.

Our objective at this stage is to begin the process of moving funds into the new scholarship scheme, but without a damaging and public row with Hong Kong in the process.
