Points to Make with Governor/ExCo
UK/Hong Kong Air Services
1.
Conscious of need to provide best possible basis for SAR to stand on its own in aviation matters after 1997. All in London agreed on this fundamental objective.
2.
At same time, HMG has to have regard to well-being of
domestic aviation industry.
3.
Believe these needs can be reconciled and UK/Hong Kong arrangements made which meet requirements of both sides.

[For Governor only] ExCo's views on review? Does issue of BA's Peking service remain as sensitive as ever?

Welcome entry into force of Hong Kong/Netherlands ASA in

Disappointed at outcome of expert talks in Peking on Hong Kong/Switzerland ASA. Considering with Hong Kong Government how we can overcome Chinese suspicions about this ASA and separation process generally. Not clear how we can make progress.

Much work on negotiation of other separate ASAS. DTP putting a lot of resources into process. Hong Kong support welcome. Important priority in JLG to pursuade Chinese not to hold things
up.

HMG firmly committed to Hong Kong's Civil Aviation industry. Colleagues in DTP constantly trying to improve rights of Hong Kong
