Mr. Clift agreed that co-operation on electricity

would become increasingly important. He was glad to hear Mr.

Yang's point on water and vegetables since these were part of

Hong Kong's life-line. He has been impressed, he said, since

his arrival in Hong Kong with the helpful and practical

attitudes shown by Guangdong on a range of issues. One in

particular deserved mention: illegal immigration. The

assistance given by the Guangdong authorities had produced

helpful results and had lessened the drain on Hong Kong

resources. But we were concerned about a recent rise in

numbers.

Mr. Yang said that illegal immigration was a mutual

concern. He thanked Mr. Clift for Hong Kong's assistance

regarding the return of smuggled artefacts. He added that

Guangzhou had been honoured to receive Queen Elizabeth II. The

warm reception given to her was a demonstration of the goodwill

of the local people towards her and the people of the UK.

Yang welcomed Sir David Akers-Jones for a visit.
