consistent towards Hong Kong. In fact Shenzhen could provide
more vegetables to Hong kong but the in Hong Kong and
other parts of Guangdong did not wish Shenzhen to supply too
many vegetables. This was so that vegetable farmers and
suppliers in other parts of China oculd have their "share".
Usually Shenzhen did not enforce the vegetable quota strictly
but over a period there had been blatant disregard of the quota
and on 4 March the authorities had initiated a check on
vegetable exporters. The check had not been "advanced" enough
and this had led to the delay in the vegetable supply. There
had been no problems since then. Mr Zhang reassured Mr Clift
that Shenzhen's policy was consistent.

Mr Clift said he understood the reasons for the
quota. Hong Kong's concern was that there should be a constant
supply of vegetables so that the supply and pricing could be
planned. If there were to be changes he requested advance
notification. Mr Zhang replied that there would be no
changes. He added that if Hong Kong wanted a greater supply of
vegetables Shenzhen could provide it.

Mr Zhang hoped that there would be further
opportunities in the future to exchange information. He
described the relationship between Shenzhen and Hong Kong as
that between lips and tongue one of interdependence.
