In response to a request made by NCB China, 2 police officers from the Commercial Crime Bureau visited Beijing between 22.4.87 and 30.4.87 to lecture PSB officers on counterfeit and forgery.
2.
A total of 71 officers from the PSB of various provinces within China attended the presentation. Those attending seemed to show interest and enthusiasm in the subject. However, it appeared that their knowledge on counterfeit syndicate structure and the system of indexing bank notes was limited.
Study Groups to Visit RHKP for Exchange of Experience
3.
Mr Liu Wen remarked that despite differences in the 2 judicial systems, law enforcement was similar in Hong Kong and China and each had its own merits. He stated that modernisation of PSBS in China was in process but these bureaux encountered difficulties due to their lack of experience.
4.
He complimented the RHKP for its estéemed reputation for efficient management and policing and he suggested to send PSB study groups to Hong Kong to exchange experience with RHKP officers. Vice versa, study groups from RHKP to visit China would also be welcome.
5.
CP did not disagree with his view but commented that the proposal needed to be further studied in order to make it beneficial to both sides. It was agreed that the 2 NCBS liaise closely in connection with this matter.
