Visit to Special Police Units in Beijing

Visit to Second Institute on 8.5.87

The RHKP delegation visited the Second Institute (Forensic Science) on 8.5.87.

The Institute is situated at the University of Public Security in Beijing. It occupies a 4-storey block within the university campus and is tenanted by specialists who are mainly PSB officers. The Institute consists of various laboratories and departments for identifying and analysing poisons, narcotics, forensic traces, ballistics and firearms, document identification, photography etc. Within the complex is also situated a computerised criminal record unit.

The delegation was conducted on a tour of the various departments and laboratories and shown different items of scientific and technological equipment. This was followed by discussions with the Deputy Director of the Institute Mr ZHAO Hai-bo (and his staff.

The Institute is involved in research and dealing with complex cases, many of which are forwarded from provincial PSBS. The system appears to be that the provincial PSB will deal with their own cases whenever possible but would forward to Beijing matters which are beyond their capability or which are of exceptional importance.

The Deputy Director is the Secretary of the National Society of Forensic Sciences. The Institute is in the process of expansion and modernisation which he is very keen to expedite.

Visit to Special Police Force on 9.5.87

The RHKP delegation visited the Special Police Force (SPF) on 9.5.87.

This is a fairly large (geographically) establishment within the People's Armed Police, strategically located close to Beijing International Airport. The unit consists of about 250 members.

The SPF is basically an anti-terrorist and hard response unit. It combines a training element together with a standing unit for specially selected young officers of good physique. Officers are seconded to the unit from provinces all over China. After serving for approximately 2 years in the unit they are returned to their provinces to join similar but smaller units therein.
