VISIT OF HONG KONG POLICE COMMISSIONER TO CHINA
1.
Thank you for your letter of 12 June and for the copy, enclosed with it, of Ray Anning's visit report. The visit appeared to go very well at the time and I am pleased to see, from the report, that it brought practical benefit to both sides.
2. I agree that the attitude of the Chinese Police authorities to the interviewing of suspects is, in a sense, a partial step towards opening up the question of rendition. But, I think we must distin- guish between the attitude adopted by the Chinese police, based on practicalities, and that likely to be adopted at the political level, pased on principle.
3. I was pleased to note that the Commissioner's office will keep you closely informed of contacts with the Chinese Interpol.
4. We were glad to be able to provide some help for this visit and look forward to doing so again in future.
5. Incidentally, regarding paragraph 5 of Annex E of the report, you might like to pass the enclosed press cutting to the Commissioner. The implication in the report is that the head has been safely
recovered.
