Problems in Planning

Whilst CTS-2 will provide us with a comprehensive transport planning
model to plan ahead, its usefulness depends largely on the accuracy and
reliability of the information we feed into the Study. Forward planning
always contains uncertainties and it is important that we try our best to
minimize such uncertainties in our planning process by ensuring that
information known and future developments which may have an effect on our
transport system are accurately included. Cross-border movements of both people and goods certainly have a significant impact on Hong Kong's transport
system. However, Hong Kong alone cannot make meaningful forecast of the
growth in cross-border traffic. We therefore need to know what is happening
in Guangdong on a number of areas:

The level of economic development ir Guangdong, in particular in
Shenzhen;

Infrastructure developments inside China, especially in Guangdong;
*
Tourist activity between China, in particular Guangdong, and Hong
Kong;
* The growth in the size of the vehicle fleet in Guangdong and
Shenzhen;
*
Industrial development in Guangdong and Shenzhen and the expected
growth in freight to and from Hong Kong. How much of this freight
will be transported by rail, road or sea and what percentage will
be containerized.
