The daily vehicle kilometrage run has increased from 9 million to 16 million from 1976 to 1986;

The number of goods vehicles licensed has more than doubled, from 42,000 to over 86,000 in the same period;

The number of passengers carried by our public bus companies bas increased from 3 million a day in 1976 to over 4 million a day in 1986, and this has taken place despite the MTP and the modernized KCR which together carry some 2 million passengers a day in 1986;

+/ Ever cross border traffic betweer Hong Kong and Chine has seen rapid growth. The annual passenger trips between China and Hong Kong has increased by 1-1/2 times in the last 5 years (from one way movement of 5 million in 1981 to 13 million in 1986), while

the daily vehicular flow across the border to China has increased

from 1,200 vehicles in 1981 to some 7,200 vehicles in 1986.)

Such growth inevitably put great pressure and demand on Hong Kong's transport system. To cope with such demand, the Hong Kong Government has in the last 10 years been spending over $1 billion annually on building highways, but even this proves inadequate as Hong Kong's roads are still highly congested.

In order to cope with the pressure brought about by such demand, the Government considered it necessary to update the model developed by CTS-1 and to review and appraise the transport investment and policy options for Hong Kong. So in 1986 the Hong Kong Government commissioned CTS-2. The main

objective of CTS-2 is to produce a computerized comprehensive transport planning model to assist in evaluating options on transport infrastructure investments and transport policies up to the year 2001.
