Transport planning in Hong Kong dated back: to the sixties when economic growth and population expansion put great strains on Fong Kong's
internal transport system. The early studies, however, were directec at solving specific problems, such as the Hong Kong Mass Transport Study which resulted in the building of the Mass Transit kailways.

It was not till 1973, when Bong Kong undertook the first
Comprehensive Transport Study, that transport planning or તે comprehensive

Moving". This Cocument clearly sets out Hong Fong's internal transport
policy, and this policy has been followed since.
