The presentations by the Chinese in both Guangdong and Shenzhen were useful, although rudimentary, and perhaps

because

visits were the first and rather

high-profile, there seemed to be some reluctance in the

Chinese sice to give much detail about projects, or the

backgrounc thinking which influenced them. The Hong

Long Government presentation which was more detailed and open, impressed the Chinese side.

It is now necessary to ensure that the links which have been established are followed up quickly and efficiently

at Secretariat level. Government should now open direct

lines of correspondence with the planning and Economic

Commissions of the Guangdong Provincial Government and

with the SSEZ Government and arrange individual

departmental meetings and visits as necessary and

without publicity. Furthermore, arrangement for reciprocal visits of Guangdong and Shenzhen officials

should also be initiated to indicate the sincerity of

Hong Kong Government in establishing long term

relationship.

In conclusion, it is suggested the following actiors

should take place :

(1) the discussion between Guangdong Authority and Rong Kong

should be formalised at regular intervals, say every 12

months,

(2) discussions at working level should be arranged quickly |

and as necessary; examples are

(a) SLW

should send a record of the delegation's

discussions

to Guangdong Economic Commission

Planning Commission and Shenzhen officials;
