In addition, the licensing of Chinese goods vehicles and
drivers of goods vehicles to operate in Hong Kong will

be difficult to hold back the tide. Any large scale
influx of Chinese goods vehicles in Hong Kong is likely
to affect Hong long's policy or road usage and vehicles restraints. A quota system may thus need to be imposed.
Whilst the exchange of information and views with the
Guangeorg and Shenzhen authorities on this visit is most
useful in assisting us to identify the trend and scope
of developments and to assess their implicatiors on Hong
Kong's strategic planning, more detailed and accurate
information is still required. For example, we would
need to know more on :

the Chinese authorities' ideas
on how they propose to
split their freight transport between the various modes,
e.g. sea, rail and road;
the Chinese plans for containerization; and
a more accurate estimate of the long-term growth rates
in Guangdong-Hong Kong freight transpert on an annual
basis, i.e. the incremental approach as opposed to the
quantum leap.
