Mr. Bigginson (Director of Marine, Hong Kong) replied
that the new passenger pier for Chine bourd lines was scheduled to be completed by June/July 1988.
Mr. Hu enquired about the details of the compulsory pilotage system for ccean going vessels.
Mr. Rigginson explained that the system was introduced to ensure safe navigation in the harbour of Hong Kong
which was getting busier, but also smaller due to
economic development and reclamations. A qualified
master was required to be on board every larger vessel
entering or leaving the harbour. The system was being introduced in 3 phases. In phase 1, which was effected in 1985, the requirement applied to vessels over 10,000
tonnes. In Phase 2, the requirement would be extended
to all vessels over 5,000 tonnes and would be effective
from: 1 August 87. In the final phase, which was scheduled for implementation in 1989, the requirement
would be extended to all vessels over 1000 tonnes. At
the same time a radar information and control system
would be installed similar to the air traffic control
system.
