2.1.33 The non-agricultural population of Guangdong is about 13
million, approximately 21% of its total population. There is one city with a population of over one million (i.e. Guangzhou with an urban population of 3.36 m). In
addition, there

medium-sized cities,
cities and some 1,400 small towns. Shenzhen is the city
in the Province which has experienced the fastest
development.
Its population was 257,400 in 1986
(excluding non-permanent residents), compared with
70,000 in 1979. The fundamental principle for future
cities development is to "control the development of
large cities, develop medium-sized cities to
reasonable scale, and actively develop small cities.' Furthermore, the important role of the counties and the
small towns in promoting the development of the rural
areas should not be ignored.

Efforts will be made to improve the infrastructure and
the environment of the cities particularly in the
folloving Aspects : communicatiors, transport, energy
resources, residential developments, environmental
hygiene and landscaping. Few urban areas like Tienhe
( * ) aistrict, where the Tianhe Sports Centre
and the rew Guangzhou-Kowloon Railway Station are situated, and Fangcun ( 芳村 ) district are being
developed in Guangzhou. Plars to improve the transport system in the Province include regulating the inward and
outward traffic of the cities, stepping up the
constructior of ring. roads both inner and outer,
improving road networks by widening trunk roads,
improving intersections, constructing grade-separated
flyovers and cross-river linking Huangsha ( 黃沙
bridges, building a tunnel
