This report is the record of a visit by representatives of the

Hong Kong Goverment to Guangdong Province between 29 July 87

and 2 August 87. It also provides ar aralysis of the information gathered through presentations by and discussions

with Guangdorg officials during the visit, and suggested

follow-up actions which should now take place.

Background

The development and growth of Hong Kong has reached a stage when

major aro expensive decisions on long term infrastructural

developments for the next 15 to 20 years Lave to be made in one

or two years time. The development of key infrastructures e.g.

airport, port road network, etc. cannot be planned ratiorally

without first examining the overall physical and fiscal

environment, not just because these developments involve

substantial public expenditure, but also because they must serve

regional needs. end have long term implications. To gain a

better background to planning Hong Kong's development strategy

and to serve both Eong Kong and, where appropriate, Chira, it

was decided to liaise with Guangdong Province and, in particular

Shenzhen, or ways and means of exchanging planring information.

Thus, the Fong Kong Government officials headed by Sir David

Akers-Jones who visited Guangdong Shenzher between 29 July and

2 August 1987
