This was a

I visited Macau on 24 September 1987.

courtesy visit originally planned for May and postponed. I called on the Governor, Sr Carlos Melancia and had lunch with

his Diplomatic Adviser, Sr Pereira Gomes and the Secretary for

Administration and Justice, Sr Antonio Vitorino.

I passed on your good wishes and your hope that he

would be able to come to Hong Kong soon. You would be happy to

give him a meal. He was grateful and sent his good wishes to

you. He had been busy settling in but hoped before too long to

meet you "either in Macau or Hong Kong". He gave a general

welcome to contacts between Macau and Hong kong officials at

all levels "in order to avoid any problems arising". But he

said that specifics should be discussed with Dr Vitorino.

Plans to expand Television de Macau: It was agreed

that Hong Kong and Macau experts would meet soon to

talk about frequency strengths and other matters. The

Macau authorities were clearly keen to avoid a row

over this although, equally, they have no intention of

changing their plans to set up a second channel.

Horse Racing: Macau intend shortly to licence the

Trotting Club for flat racing. However, they offered

to talk further with relevant Hong Kong authorities in

order to minimise problems for us.
