I agree with this recommendation.
The coincidence of
the dates which Mr Wu has chosen with JLG IX is unfortunate.
I have, however, consulted the Governor and Sir R Evans and
both agree that it is something we shall have to live with.
It would be theoretically open to us to suggest to the
Chinese a postponement of JLG IX but the Governor feels,
and I agree, that this would give the impression that
important Hong Kong issues were going to be discussed
between the Secretary of State and Wu and that this would
have to be done before the JLG meeting. The inevitable
rumours could no doubt be dealt with, but rumours there
would be.
