The Acting Governor of Macau, Carlos Monjardino,
together with their political adviser-equivalent, Vitorino,
the Portuguese Consul General and a man called Cruz from
Lisbon had lunch with PA, SASI and myself today.
Monjardino
was very urbane and friendly and said that we should all get
together rather more in future. We faced common problems.
Mr. Clift reciprocated but added that it was important that
the Chinese did not get the idea that we were ganging up on
them. Monjardino said that this thought was very much in
the Portuguese minds too.

PA asked Monjardino, and I asked one of the other
Portuguese, about the nationality question in the agreement.
The agreement said that after 1999 Portuguese citizenship
could not be acquired through a connection with Macau.
Wu Xueqian had been reported in today's Hong Kong newspapers
as saying that Portuguese citizenship could not be passed
on to the next generation. Did this mean that a couple with
Portuguese citizenship who gave birth in Macau after 1999 could
not claim Portuguese citizenship for their child? Monjardino
and his colleague both said that Portuguese citizens giving
birth to children anywhere in the world could claim such citizen-
ship for their children. The point was that after 1999 no one
would be able to claim Portuguese citizenship because of birth
in Macau.
