Recent incidents have reawakened interest in this subject, and there has been a request from both Peking and Kuala Lumpur for any updating of the 1972 Research Department Memorandum on the Spratley Islands.

2. The 1972 Memorandum was brought up to date by an addendum issued in 1975, and by a brief note, prepared for the MOD, in February this year. I enclose copies of all three pieces. may be that these will meet your needs and those of copy addressees. If this is not the case, however, perhaps you could let us know, and we will look at the question of a more comprehensive revision of the subject.
