2. This was another businesslike NPC Standing Committee meeting, showing it active in conducting state business and performing a useful role in the state system. Difficult issues such as the draft Enterprise Law were avoided.

The ratification of agreements on legal assistance with France and Poland was interesting. These are the first agreement of this type that I am aware that the Chinese have concluded.
They will probably be looking to conclude similar agreements with other countries and we should consider whether such an agreement would be of any benefit to us. It is also interesting that the agreement with the capitalist country, France, did not include criminal matters whereas the one with Poland, a socialist country did. We are attempting to obtain copies of these agreements and will send you copies when we have them. Hong Kong Department may also be interested in this matter. China's ratification of Convention 159 is a further instance of its growing participation in multilateral international agreements.
