THE NATIONAL PEOPLE'S CONGRESS STANDING COMMITTEE-

1. The 22nd meeting of the National People's Congress Standing Committee was held from 28 August to 5 September. The main items of business were:

The decision to establish Hainan as a province

(reported separately).

The adoption of the State Archive Law, to go into force on 1 January 1988 (reported separately).

The adoption of the Law on Prevention and Treatment of Air Pollution to go into effect on 1 June 1988. The ratification of Convention 159 on vocational rehabilitation and employment of the disabled adopted by the 69th International Labour Congress in 1983. The ratification of the agreement concerning legal assistance in civil and commercial matters between China and France (signed on 4 May 1987) and of the agreement concerning legal assistance in civil and criminal matters between China and Poland (signed on 5 June 1987).

The adoption of decisions on the selection of minority delegates and of Taiwan delegates to the 7th NPC, which were in both cases to follow the precedent established for the present Congress.

Appointments were made to various sub-committees of the NPC Standing Committee and Li Zhenzheng was appointed Vice-President of the Chinese Academy of Social Sciences.

In addition to these formal decisions the session gave the preliminary examination to a draft law governing procedural rules for the NPC; heard reports on Zhao Ziyang's visit to Eastern Europe and Peng Chong's visit to Mongolia with an NPC delegation; and heard a report on auditing work from the Auditor-General, Lu Peijian.
