CHINA:

DIPLOMATIC PARKING

1.

The Chinese Ambassdor is making his introductory call

on Mr Hervey on 12 October at 4.00 p.m. Mr Eggar has

asked Mr Hervey to warn the Chinese Ambassador that withdrawal action is in the offing over the car parking problem and Mr Hervey proposes to speak on the basis of

the attached note.

2. The draft speaking note goes further than hitherto in

our talks with the Chinese about this problem, as in the

ninth and tenth sentences of paragraph four (marked).

Protocol Dept have argued, with some justification, that

the Chinese are showing no readiness to resolve this

problem other than on their own terms (the provision of

more parking spaces) and that after repeated references

to this matter since Mr Gillmore's offer in April, we are

left no option but to threaten withdrawal action as

only step left open to us.
