10. To continue to monitor closely the position in COCOM vis-a-vis China and to push for further relaxation where appropriate. Το ensure that in this context China does not (unjustly) see the UK as taking a hard line in this regard.

To improve the data storage, retrieval and forwarding functions of the Commercial Section's computer system; to use it to help achieve the objective of better co-ordination among the three posts.

C. Science and Technology

Long Term

1.

To develop science and technology links with China, by means of visits, information exchanges, and, where appropriate, implementation of new co-operation agreements so as to maximise the commercial and political benefit to the United Kingdom.

Short Term

2. To explore the scope for a co-operation agreement in the environment field.

3. To arrange a successful programme of activities under our Science and Technology Agreement with China (and subsidiary MOUs) and to co-ordinate it with the ODA TC Programme. To encourage maximum use of those funds that are available to support the Agreement.

4. To distribute within China information about UK science and technology in order to develop understanding among Chinese decision makers about British technologies and equipment.
