1. To work for the smooth implementation of the Joint Declaration on the question of Hong Kong, (without prejudice tothe interests of the United Kingdom, or of Hong Kong.

9. To increase the rate of acceptance of invitations to senior Chinese political figures and policy-makers to visit the United Kingdom under the COI sponsored visitors scheme.
