Problem
The Chinese Ambassador has still to pay a courtesy call on Mr Hervey. What should be said at that meeting about parking?

The No. 2 at the Chinese Embassy subsequently told the Head of FED on 26 October that:

the Chinese had decided to co-operate and there would be an improvement in their parking record from mid-October (figures showing any improvement will not be available until mid-January);
they assumed it would not be necessary to pay any past fines;

Argument
they would pay any future fines selectively.
5. The Speaking Note, while welcoming this new found spirit of co-operation, makes clear that in return for our ignoring all past fines, we are looking now for very substantial decreases in unpaid fines much hangs on what the Chinese mean by "selectively".
