I enclose a draft message from the Prime Minister to
HE Zhao Ziyang, General Secretary of the Central
Committee of the Chinese Communist Party, marking his
departure as Premier and noting his appointment as
General Secretary.

On November 24 it was announced that the Standing
Committee of the Sixth National People's Congress had
accepted Zhao Ziyang's resignation as Premier and his
proposal that Li Peng be appointed as acting-Premier.
new Premier will be announced at the first session of the
Seventh National People's Congress, probably March or
April next year.
In 1980 the Prime Minister sent a message to Zhao
congratulating him on his appointment as Premier, and one
to Hua Guofeng marking his resignation from that post.
It would be appropriate for the Prime Minister to send a
message to Zhao marking his resignation. It is still
possible, although unlikely, that Li Peng will not be
