REPLACEMENT OF ZHAO ZIYANG AS PREMIER
Message from the Prime Minister
1. Zhao Ziyang has been appointed Premier of the State
Council as acting-Premier. I recommend that the Prime
Minister writes to Zhao Ziyang marking his departure as
Premier and noting his new Communist Party appointment,
and submit self-explanatory draft message and PS letter
to No 10. I further recommend that the Prime Minister
should not write to Li Peng until his appointment as
Premier has been confirmed, probably next spring. HKD
