1. I submit Sir R Evans' despatch "The Political Scene
in China: July 1987", which is being distributed to those with a particular interest in the subject. Because of the uncertainty of the political situation in
China until after the 13th Congress of the Chinese Communist Party, there is no call to print this despatch with a general distribution. The Department will be sending a substantive reply incorporating any comments addressees might have on the despatch of this submission.
