Sir Richard Evans gave the Secretary of State this morning a brief snapshot of the range and depth of activity at present going on between China and Britain. The Secretary of State was very struck by this: he is inclined to think that it would be useful to present Cabinet colleagues with a snapshot, bringing out very briefly the whole range of our dealings with China. He has in mind a minute of not more than two pages. This would be an information exercise, and would not seek to obtain any decisions. Sir Richard Evans agreed to provide you with some material for this in the course of next week. I should be most grateful if you would then submit a draft.
