1. As requested, I submit a revised version of the paper the secretary of State wishes to send to Cabinet colleagues.
2. Peking have recently reported that Mr Moyniham, the Minister of Sport, has invited his opposite number to visit the UK, without bringing this to the FCO's attention. The Department nevertheless needs to keep abreast of the UK's rapidly growing contacts into China, and I have therefore included in the draft PS letter a gentle reminder on these lines.
