Notes on Meeting with Madam Zhang Youyun held on 28 January 1987
ZHANG asked straight out about the set-up of the Hong Kong Government Office London. She was given a brief outline of the functions of the various divisions. Below is an itemised account of the questions she brought out of her own accord and the answers given, as far as possible :-
(a) Is there any statistical information on the number
of HK people emigrating overseas over the past years, in particular that pertaining to settlement in the UK?
Cheng replied that there was not as yet any system in practice for deriving such information.
(b) What was HK people's reaction to the resignation of
Mr. HU Yaobang (General Secretary of the Chinese Community Party and the No. 2 in the Beijing Government) and its impact on the Hang Sang Index?

Cheng quoted from newspapers that Mr. XU Jiatun, Director of the Hong Kong Branch of the New China News Agency had reported the feedback to the Central Government in Beijing.
How do the general public as well as the civil servants in Hong Kong feel about 'Direct Elections'?
She was told that a political review in 1987 might unfold the answers.
What are the consultation channels available in Hong Kong now and how the HK Govt's feedback mechanism works?
She was briefed in general on the functions of the DBS, the LegCo and the ExCo. ZHANG was also interested in the roles of the DB members and made particular reference to Mr. CHUM Ting-pong, an elected member of the Eastern DB whom she met last year at a conference in the UK at which she gave a talk. It appeared that Mr. CHUM impressed ZHANG as a very active and outspoken person in that the former introduced himself to her and expressed his appreciation of her talk. Moreover, CHUM sent her a Christmas card last month.
The move towards localisation of high ranking HK officials was also a topic of interest to ZHANG.
ZHANG was also very attentive to the personal remarks made by LO on some personalities in the political arena, namely Lydia Dunn, Martin Lee, David Li, Conrad Lam, Elsie Tu, Chairman T.K.
