COUNTRY ASSESSMENT PAPER (CAP)

The Inspectors have asked for the completed CAP to reach them by 10 April. Before that the paper has to go through a series of internal and external drafts. The post is involved at the beginning rather than at the end of this exercise, and we are asked to submit a draft, cleared with you, to the Planning Staff by 27 February. Grateful therefore if you could let us have your proposed amendments to the attached draft, either by bag or telegraphically, for us to meet this deadline.

2. Although now somewhat overshadowed by the Top Management Round, the CAP could well prove useful not only to the Inspectors, but as general briefing for other official visitors and those called upon to work with China not yet initiated. As far as objectives are concerned, we hope these are broadly consistent with, although less detailed than, those set out in our State Visit follow-up paper which Richard Fletcher-Cooke sent you on 3 February.
