China is the third largest supplier of coal for
electricity generation in Hong Kong. In 1985, imports of coal from China amounted to HK$246 million, representing
14% of the total value of coal imports into Hong Kong.
The relative importance of China as a coal supplier to Hong Kong has, however, been declining since 1981 (Table
10).

Recently there have been contacts between the Hong Kong and China Gas Co. Ltd. and the China Offshore
Gas Utilisation Corporation regarding the possibility of supplying Hong Kong with natural gas from Hainan Island, though it is understood that price is proving a stumbling block. It would take up to three years to install the equipment required to convert Hong Kong's existing naphtha-based gas supply system into a natural gas supply
system, and China would have to lay about 1,000 kilometers of pipeline from Hainan Island, at a cost of around
HK$300-400 million. Should this project go ahead, China would eventually become the sole supplier of piped gas to
Hong Kong, which might give rise to concern over the reliability of supply and the level of tariff.

In recent years, China has become increasingly
important as a supplier of water to Hong Kong. There are great difficulties in finding suitable sites in Hong Kong for building new reservoirs, while the local demand for water increases continuously in line with economic growth
and population growth. It is evident that the trend of increasing reliance on China for water supply will
