I have sent a copy of the former paper only to Reg Holloway at the British Trade Commission. Discussion on the latter paper in the committee was very interesting, and highlighted some of the points which may not be immediately clear from the paper. I am therefore enclosing copies for you and copy addressees of an extract from the minutes of the meeting. (These are in draft, but I thought it better to let you have them now rather than delay for another couple of weeks or so).
