A large minority of companies quoted the so called "changes in prevailing market rates" some of which were as high as 33%. invention and introduction of such factors in the Pay Trend Survey without prior consultation and discussion in the Pay Trend Survey Committee before the survey is 'Ultra Vires' and is a departure from previous practice. The exclusion of such elements from the Pay Trend Indicators has deflated their value. The Staff Side feels that this is a general change in market rates rather than changes in external and internal relativities.

(3) Civil Servants should benefit from the

Community's general increase in prosperity last year.

In considering the pay adjustment this year we feel that the following additional factors should also be taken into account :-

The need to maintain the stability of the service is paramount in this transitional period.
