A pay trend survey of 64 companies in

companies in the private sector for the period 1 February 1986 to 31 January 1987 has recently been completed by the Standing Commission.

The survey

took into account only increases relating to cost of living, company performance and general increases in market rates, and excluded increases in respect of inscale increments, merit, promotion, transfer, and internal and external relativities. The results have since been agreed by the Standing Commission's Pay Trend Survey Committee (comprising representatives of the Standing Commission, the Staff Sides of the three central consultative councils and the Administration) and are as follows

Sides have voiced reservations that the companies did not draw a sufficient distinction between general increases, merit increases and prevailing market rates when reporting. The Staff Sides believe that the pay trend indicators have been depressed as a result.

Staff Sides' pay claims

The Staff Side of the Senior Civil Service Council has submitted a pay claim not less than the 1986/87 private sector pay trend indicators set out in paragraph 10 above (Annex B). The Staff Side reiterates its belief that some private companies participating in the pay trend

the pay trend survey have depressed the results by various means, and that there is a need to raise civil service morale and to maintain stability in the transitional period.

The Staff Side of the Model Scale 1 Staff Consultative Council has submitted

pay claim for not less than the pay trend indicator for the Lower Band of 7.13% (Annex C).

The Staff Side of the Police Force Council has submitted a pay claim equal to the pay trend indicators, together with a request for 0.6% merit payment in recognition of the Police Force's efficiency and effectiveness, and in order to enhance morale (Annex D).
