CIVIL SERVICE PAY ADJUSTMENT 1987
Introduction
This memorandum seeks Members' advice on the question
of a civil service pay adjustment for 1987.
Background

According to normal arrangements in the past, Members consider the question of a general pay adjustment for the civil service with regard to various factors, including the private sector pay trend survey results covering the previous year, changes in the cost of living over the previous
previous year, the budgetary situation, pay claims submitted by the Staff Sides of the three central consultative councils and others.
This year, following the Governor in Council's decision in early 1986 that a pay level survey for the civil service should be conducted in the financial year 1986/87, Members will wish to be aware of the results of this survey.

Following the pay dispute with non-directorate staff unions, which lasted from mid-1985 to early 1986, the Governor in Council decided on 4 February 1986 that
-
(a) an interim pay adjustment of 2.7% effective from 1 January 1986 should be made to non-directorate salaries; and
(b)
a pay level survey
