Management responsibility at divisional level should associated with the Superintendent rank and at regional with new Assistant Chief Ambulance Officer (ACAO) posts. Three ACAO posts and five Superintendent posts are thus required. A strengthened management structure and clearer line of accountability will be achieved by this proposed organisation Assistant Chief Ambulance Officer (Region); Superintendent (Division), Senior Ambulance Officer (Depot), Ambulance Officer (Watch). This would replace the present structure, the sub- divisional level of management becoming redundant. The present organisation chart is shown in Appendix 4 and the proposed organisation chart in Appendix 5.

The proposed increase in officer strength will present problems of training and induction. There will be a lead time before new,

direct entry officers can become effective. A preliminary training period would be advisable before officers are given responsibility for operational staff, and possibly probationary period before their status is confirmed. There should be scope for the promotion of some Principal Ambulancemen officer status, especially those acting as Hospital Controllers.

It is recommended that. officer training is reviewed, especially with regard to the development of man management and general management skills.

This review of operational management structure has included Headquarters or Control management. Although management functions at Headquarters have not been examined in detail, some aspects, particularly planning, also require strengthening. Control management is discussed briefly in Section 10.9.
