INTRODUCTION
This study of ambulance services in Hong Kong has entailed a detailed review of operations, resources and management. The formulation of options for future services and the analysis of these options against priorities determined by government policies has been conducted by the HORU team in consultation with the Ambulance Services Review Steering Group (ASRSG).

Ambulance Command is situated in the Fire Services Department. Many aspects of ambulance service operations are clearly influenced by this organisational setting, especially the form of accommodation for crews and the control procedures.

Given the high level of demand and the variety of these demands in the unique environment of Hong Kong, Ambulance Command is providing a high standard of service to the public. This study was not initiated due to unacceptable service standards or operational inefficiences. The aim is to determine in detail the operational deployments and future developments that will ensure even higher service levels combined with satisfactory utilisation of resources.
