In response to Dr Albert CHEUNG, Mr M.P. Clarke replied that Shiu Fai Terrace was part of the special control area which restricted the size of developments. The Building Authority allowed a plot ratio of 3.3 if the lot had direct access; if not, the plot ratio would be 1.8.

In reply to Mr Richard WONG, Mr CHOW Ping-tao said that a recent traffic count conducted in response to the residents' objection, showed 300-400 vehicles per hour in each direction of Shiu Fai Terrace during peak hours. Compared with the estimated capacity of 1,000 vehicles per hour in each direction, present traffic had not reached saturation point. It was relatively more congested at J/0 Shiu Fai Terrace/Stubbs Road with a traffic flow of 700 vehicles per hour in Stubbs Road during peak hours which was still acceptable. TD would monitor the situation, and if required, would consider installing traffic lights at the junction.

Mr CHUNG Yee-on responded that TD's method of calculation was not applicable to Shiu Fai Terrace where traffic was slow and required U-turns. Dr Albert CHEUNG also thought that calculating the time required for a vehicle to leave the road was more appropriate for Shiu Fai Terrace than calculating the number of vehicles per hour.

Mrs Peggу LAM agreed that congestion often occurred at J/O Shiu Fai Terrace/Stubbs Road in morning peak hours when most of the motorists in Stubbs Road were not willing to give way to motorists from Shiu Fai Terrace. She proposed installing a signalised junction or constructing a mini roundabout there as at J/0 Blue Pool Road/Tai Hang Road, regardless of the development of the lot in question.

Mr Richard WONG, on behalf of the residents of Shiu Fai Terrace, hoped that the government would consider the impact on the existing residents apart from protecting the interest of the developer. He thanked the DB and departments concerned for hearing their views at this special meeting.

The Chairman asked TD to conduct a survey of calculating the time required for a vehicle to leave Shiu Fai Terrace and report the result at the next meeting. He said that the views put forward at the meeting would be reflected to the Executive Council which would be taking a decision on the case.

The Chairman thanked all those present and declared the meeting closed at 4:40 p.m.
