With regard to the meeting held on 10th December 1985 with the representatives of those who objected to the proposed access road construction, we have now investigated the possibility of constructing an alternative access from Kennedy Road.

We enclose a plan showing a possible form of access road construction. As you will see, this involves a very large spiral ramp structure which not only will be visually very instrusive, but would involve substantial work on the existing slope and felling of existing trees and vegetation. The estimated order of cost for such an access would be about HK$12.5 million.

Our initial feeling is that an access from Kennedy Road is neither viable from an economic point of view nor acceptable in respect of the visual intrusion which will be caused to Kennedy Road.

We look forward to receiving a copy of the notes taken at the above- mentioned meeting in due course.
