Explanatory Memorandum

The purpose of this Bill is to provide

comprehensively for all matters relating to weights and

measures, in replacement of the very limited and out-dated

provisions of the Weights and Measures Ordinance (Chapter

51) which is being repealed by clause 39. The Bill will

come into operation on a date to be fixed, but there is a

power in clause 1(2) to appoint different dates for

different provisions.

2. Part I of the Bill contains the preliminary

provisions. The terms used in the Bill are defined in

clause 2. Clause 3 provides that the Bill will apply

without prejudice to the Metrication Ordinance (Chapter

214) and any orders made thereunder.

Clause 3 also

specifies the goods to which the Bill will not apply,

unless the Commissioner of Customs and Excise makes an

order applying the Bill to any such goods.

3. Part II provides for the units and standards of

Clause 6 states that the units of measurement

4. Part III deals with weighing and measuring

measurement which are lawful for use for trade.
