9. Will Hong Kong permanent residents living abroad be required to get

permanent identity cards?

Hong Kong permanent residents who are living abroad are required to ly for a permanent identity card only when they apply for a British National (Overseas) passport or Certificate of Identity so as to enable the inclusion of a right of abode endorsement in their travel document. Special arrangements will be made for these overseas residents to apply for a permanent identity card at the time when they apply for a British National (Overseas) passport or Certificate of Identity at a British passport issuing post. They will not be required to return to Hong Kong to get a permanent identity card.

10. What about children under 11 years of age who will have the right of abode in

Hong Kong? Will they be required to get a permanent identity card?

Children, under 11 years of age are not required to register for an identity card. But from 1 July 1987, they will have to apply for permanent identity cards. before they can be issued with British National (Overseas) passports or Certificates of Identity or be included in such documents of their parents.

11. What will be the validity period of the new identity cards?

The new identity cards to be issued from I July 1987 will not carry an expiry date. As agreed with the Government of the People's Republic of China, these identity cards will continue to be used after 30 June 1997 until such time as they are replaced by identity cards issued by the Hong Kong Special Administrative Region Government.

12. In applying for a permanent identity card, what documents will a person need

to submit to prove that he has the right of abode in Hong Kong?

In most cases, he will only need to show his current identity card. In other cases, a person may also have to produce his birth certificate or other documents which support his application. Registration Officers will advise on individual cases.

13. Will there be a right of appeal when an application for a permanent identity

card is refused?

Yes. There will be a right of appeal to a Registration of Persons Tribunal against refusal of the issue of a permanent identity card. A person may appeal only on, the grounds that he has the right of abode in Hong Kong. A person whose application for a permanent identity card is refused will be informed of his right and how to make his appeal.
