At present, children under 11

11 years of age and Hong Kong residents overseas are not required to hold an identity card. But both categories will from 1 July 1987 have to apply for permanent identity cards before they can be issued with or be included in BN(0) passports or C of Is with a right of abode endorsement.

The major provisions introduced by the Registration of

of Persons (Amendment) Bill 1987 are intended to achieve the following purposes

to provide for the issue of permanent identity cards stating the holders right of abode in Hong Kong to people with that right;

to provide the statutory framework necessary for another identity card replacement programme from 1 July 1987;

to provide an appeals procedure for applicants for permanent identity cards who are refused the issue of such cards on the ground that they do not have the right of abode in Hong Kong. This is necessary because of the importance attached to the permanent identity card as the proof of one's right of abode in Hong Kong;

to establish a Registration of Persons Tribunal to determine such appeals and to stipulate that a person who wishes to appeal will have to do so within 90 days of his being notified of the decision of the registration officer to refuse to issue him with a permanent identity card.
