Introduction

the Executive Council on 24 March, the Council advised and the Acting Governor ordered that the Immigration (Amendment) (No. 2) Bill 1987 (Annex A) and the Registration of Persons (Amendment) Bill 1987 (Annex B) should be introduced into the Legislative Council.

The principal objective of the amending legislation is to introduce the term "right of abode in Hong Kong", to define

define the categories of persons who will have that right and to provide for the issue from 1 July 1987 of permanent identity cards stating the holders' right of abode in Hong Kong.
