(a) that

(b) that on publication,

should be an accompanying
statement drawing attention
(i) to the fact that the
offences
detected
during
1986
were
actually
committed
prior to 1986 and
before
the
introduction of more
stringent
banking
supervision;
(ii) in the context of
paragraph
38 of the
report to
to the scope of
the
examinations
conducted
by
the
Commissioner
and
to
drawing attention
their routine nature;
and
