22. (1)

COMMITTEES AND DELEGATIONS
The Corporation may create, and appoint the
members of, such committees for any general or special
purposes for the better carrying out of the functions and
powers of the Corporation as it thinks fit and any such
committee may include persons who are not members of the
Board.
(2) The chairman of a committee created under
subsection (1) shall be appointed by the Corporation and
the number of members of a committee shall be determined by
the Corporation.
(3) Subject to the directions of the Corporation, a
committee created under subsection (1) may determine its
own procedure for its meetings.
(4) The proceedings of any committee created under
subsection (1) shall not be invalidated by any vacancy in
the membership of the committee, or by any defect in the
appointment of any member thereof.
Power of Corporation to delegate.
23. (1) Subject to subsection (2), the Corporation
may with or without restrictions or conditions as it
thinks fit, delegate in writing any of its functions or
