RESUMPTION OF LAND FOR HONG KONG HOUSING SOCIETY'S URBAN IMPROVEMENT SCHEME AT THIRD STREET, SAI YING PUN

Introduction

The purpose of this memorandum is to seek Members advice on the proposed resumption of private land at Sai Ying Pun for redevelopment under the Hong Kong Housing Society's Urban Improvement Scheme.

Background

On 17 March 1981, the Hong

the Hong Kong Housing Society's Urban Improvement Scheme was reviewed by the Council. Having considered memorandum XCC(81) 22 the Council advised and the Governor ordered:-

(a) that the Housing Society's Urban Improvement Scheme should continue within the limits of Government financial

support already provided;

(b)

that the Scheme should continue on the terms and conditions as set out at paragraph 15 of the memorandum and on the basis of the programme proposed at paragraph 16 of the memorandum; and

that resumption powers should continue to be used to acquire sites for projects in connection with the scheme.

Following a survey of slum properties in the urban areas, the Hong Kong Housing Society identified the site, shown bounded by heavy lines on the plan at Annex, as suitable for comprehensive redevelopment under its Urban Improvement Scheme and in conjuction with Government has prepared a comprehensive development proposal comprising residential blocks, a public open space, a social elderly centre, a day nursery centre and a youth & children centre.
