Non-University Qualifications
Non-university qualifications are in many cases, for the purposes of registration, equivalent to. university degrees. It is therefore proposed to amend regulations 3(1), 3(2) and 3(4) to reflect this.
(d) Membership
Engineers
of Hong Kong Institution of
Corporate membership of the Hong Kong Institution of Engineers in the civil or structural engineering disciplines is now an acceptable qualification for List II of the authorised persons' register; similarly membership in the structural engineering discipline for the structural engineers register. Also with the termination of the Institution of Municipal Engineers, its membership qualification no longer exists. It is therefore proposed to amend regulations 3(2) and 2(4) to reflect these changes.
(e) Abolition of Full Examination
the
Provisions exist. in the Regulations for enabling applicants who have missed opportunity to obtain formal qualifications, such as in World War II, to sit examinations to demonstrate their capabilities. As reflected by the lack of such applicants, there is now no need for this provision and it is therefore proposed to delete regulations 3(5) and 4(1)(c)(ii).
(£) Local Experience

Practical experience, although required the Regulations, does

experience in Hong Kong. For competent execution of statutory functions under Ordinance this is considered essential. It is therefore proposed that regulation 3(6) be amended to make one year's continuous practical experience in Hong Kong mandatory.

are currently mandatory in all cases. However, there are occasions when an interview is necessary, such as, on re-registration. It is therefore proposed to amend regulation 4(1) to make this requirement a matter for the Registration Committee.
